They are not: development zones compete for investment, and what they can offer varies enormously by sector, by province and by how much they want you. Without a map, you cannot tell whether the deal in front of you is good, and you have no second option to negotiate against.

Are these incentives actually obtainable, or is it a brochure?
Both exist, which is exactly why the map is worth having. Published policy and what a zone will actually sign are different documents. Where it matters to your decision we ask directly, and we mark clearly which parts of the map are policy and which are confirmed.
Do these incentives change once we start negotiating, or are they fixed?
They move. What a zone offers depends on the sector mix it is chasing that year, its own targets, and how much it wants your specific project. The map gives you a realistic starting range and the argument for it; the final terms are still negotiated, and we tell you clearly which parts moved during that negotiation and which did not.
Do we already need a firm project, or can this help us decide whether to invest in China at all?
Both stages are useful. Early on, the map tells you honestly whether your sector and scale interest anyone worth talking to. Once you have a real project, the same map becomes the basis for a shortlist and an opening negotiating position.
Once we choose a location, do you also handle the company registration?
Yes. Our China company formation service picks up directly from the map's recommendation, entity type, city and district already reasoned through, rather than starting the location question over.
How is this different from us just contacting a local investment promotion agency directly?
You can, and agencies will show you their own zone in its best light. The map compares several, tells you which claims are published policy and which are confirmed case by case, and represents your interests in the conversation rather than the zone's.
